Working with MuniLink

How working with MuniLink works.

From the first call to handover, every step is written down, fits your supply chain process, and leaves your own staff able to keep the evidence discipline going.

The client journey

Seven steps, from call to close-out.

Small first steps, written records at each one, and your SCM policy deciding the procurement route.

  1. 01

    Discovery call

20 minutes on Teams or by phone. We ask about one workflow, your next audit milestone, your recent findings and who owns the evidence. We diagnose; we do not pitch.

You get: An honest view of whether a readiness check is worth doing now
  2. 02

    Scoping note you can forward

A one- or two-page note: the problem, the workflow and sample, deliverables, timing, assumptions and exclusions. Written so you can forward it to your CFO, SCM manager or municipal manager without us in the room.

You get: A written scope your colleagues can review
  3. 03

Formal quotation through your SCM process

Your supply chain unit runs the procurement, not us. We respond to your request for quotations on time and with the compliance documents listed below. Awards go only to CSD-registered suppliers, and quotation thresholds depend on your municipality type (local, district or metro) and your council's SCM policy. We never split a requirement to stay under a threshold.

You get: A compliant quotation, with prices only in the formal quotation
  4. 04

    Official order

Work starts on a written official order number. There is no deposit: invoices follow the milestones set out in the quotation.

You get: A clear start date and milestone plan
  5. 05

    Onboarding in week 1

A welcome pack, a POPIA data-handling agreement, an evidence request list, a kickoff meeting and a weekly one-page status note. Details below.

You get: A numbered, dated start, with nothing left vague
  6. 06

    Delivery

We walk the agreed sample with your team, keep a shared evidence tracker current and write findings that point to source documents. Gaps are recorded as gaps.

You get: An evidence map, findings and a prioritised fix list
  7. 07

    Close-out and handover

A findings walkthrough with the CFO or chief audit executive. The checklist, filing conventions and tracker are handed over so your staff keep the discipline after we leave. Any copies of records are returned or destroyed, with written confirmation.

You get: Your team running the method on its own
Onboarding

What the first week looks like.

The way we start should look like the work itself: numbered, dated, and nothing missing.

Week 1 · 01

Welcome pack

On the day the order arrives: scope and exclusions, who is who on both sides, the plan at a glance, how evidence is handled, and kickoff slots.

Week 1 · 02

POPIA data-handling agreement

Your municipality is the responsible party and MuniLink acts as operator. Purpose limited to the engagement, minimum access, no personal information in third-party tools without your written consent, breach notification, and return or destruction at close-out.

Week 1 · 03

Evidence request list

Drawn from the 15-item award-file checklist. Only what week 1 needs, each item with a named custodian and a due date.

Week 1 · 04

Kickoff

60 to 90 minutes within five working days of the order: what good looks like by your audit milestone, constraints, sample selection, approvals and next steps. A written record follows within a day.

Week 1 · 05

Weekly one-page status

Evidence received and outstanding, early observations (patterns, not blame), blockers, decisions needed and next week's plan, plus a short call.

For supply chain management

Built to fit your procurement process.

Your SCM unit decides the route. Our job is to make the paperwork easy to evaluate.

Timing

When readiness work fits the audit year.

Municipal financial years end on 30 June. The useful windows follow the audit calendar.

  1. By 30 November

    Audit reports

The Auditor-General's report reaches the accounting officer, with the findings that shape the next year.

  2. December to February

    Action plans

Audit action plans are drawn up. A good moment to test the workflows behind repeat findings.

  3. March to June

    Pre-year-end readiness

Evidence put in order before year-end, ahead of the next financial statements and audit.
